I think advertisers judge a site on its content and the keyword density of it.

I agree with u, they definitely judge by design. Design is most important because it’s humans that will actually be looking at your site and making purchases, not searchbots...

Yes, I think that advertisers judge by design, though not by design alone. Some factors also weigh in, like content and such. having a good or great web design may attract more people into your site, plus it gives your site a professional feel, so advertisers will surely like that.

I think blog design is important, it is messy the advertise will not choose the blog.

An ugly design can matter to the right person. You are can be judged on your design. I am a designer, if I built a layout that I thought was ugly, I wouldn't create one, cause I have a standard for me, what I call good. But if a client wanted that, you have to do what they want.

Some of the ugliest websites online, are also some of the richest like at ebay, it is dreadful, but nobody cares, because it's primary objective is to make money. It's not going to win a fancy design competition, sometimes a fancy design throws the whole purpose of a nice site away.

So it really does, depend on the site.
